Villagers aren’t satisfied with the development works inspection report of their village.

Chamoli: Recently, Some villagers of the remote villages Dhar Kumala block Dasholi, district Chamoli had seeked an inquiry from the district administration to investigate into the development works done in their village of last five years.

In compliance with the order of district magistrate, Block Development Officer of the development block Dasholi constituted an investigation team and a seven-member team had sent to Dhar Kumala for inspection on 04 October 2024.

The villagers have alleged that the village head Puran Singh and block Dasholi have committed gross irregularities and inequality in the development works of their village in these five years.

There have been made complete 14 works only on paper under Devi Aapda( natural disaster) in the village by village head Puran Singh, while these works have not been done on the ground, neither any villagers have any information about these works nor any board is marked anywhere too, the cost of these works is around 20 lakhs, about these works no clarification have given by Pradhan so far. Many works have been left incomplete in the village, and only 14 bags of cement has provided for each work worth one lakh, villager Badri Singh said.

He also alleged that, we had requested to stop any construction work in the Gram Panchayat in the investigation latter given to the District Officer, but the Pradhan had constructed three bathrooms before the investigation team turned up at the village.

Rajendra Singh, another villager throwing blame on village head and department, said that the Gram Pradhan has credited money of development work of the village in the form of wages in his and his own family’s accounts, whereas Pradhan Puran Singh has been living in Chamoli from to being elected as Pradhan till now and other members of his family are also very hardly presented at work.

Apart from this, the implementation of the works has also been done by the Pradhan on his own will. The wages of the working labors working have not been fully paid so far. And only one or two open seeting have been held in these five years. Those who should have got the benefit of the schemes did not get it, the Pradhan gave the work benefits only to his favorites.

Neither we nor the villagers were informed in written about the date of inspection by block Dasholi and the investigation report was also given in a roundabout manner, under those point we seeked inspection, has collapsed and wrongly present report, Rajendra Singh said.

Block Development Officer, Bhagwan Singh Rana told in this regard, that we had written a letter to inform villagers about inspection but due to rain the date had changed. Regarding the inspection of works, he said that a two-members investigation team of Assistant Block Development Officer Kamal Kishore Chamyal and Assistant Development Officer Cooperative Saurabh Rabi, a seven-members team including other departmental employees JE Kuldeep Malasi, Gram Rozgar Sevak Devendra Bisht, Gram Vikas Adhikari Jaiveer Singh, Lakshmi Prasad and Gram Panchayat Development Officer Deepankar Parmar reached Dhar Kumala for inspection and what inspection report they made after observing at the works on the ground. We handed it over to the district administration. If the villagers are not satisfied with our investigation, then they can seek further investigation of works.

Puran Singh, village head (gram Pradhan) Dhar Kumala, On the above allegations, said that the work has been implemented on the ground, and a little bit up and down often occurred in any development works.
